Fresh water is necessary for life on Earth. People need water for everyday activities and to produce food. Water also is important for energy production and the health of Earth's environmental systems. Everywhere, water use is increasing. Humans already use fifty-four percent of all the fresh water in rivers, lakes and underground. There are some estimates that this rate will reach seventy percent by 2025. Water scarcity is a growing concern among nations of the world. To raise awareness about the issue, to motivate people to use water more wisely and in ways that will not hurt the environment, the United Nations declared 2003 the International Year of Fresh Water. In remarks at the kick-off ceremony for the International Year of Fresh Water in January 2003, United Nations Deputy Secretary General Louise Frechette warned that the world water situation could worsen if unsustainable practices continue. "Fresh water issues are at the heart of humankind's hopes for peace and development in the 21st century. The threat to health, food security, the environment, to stability itself is clear", she said. "If we continue with business as usual, it will take a little more than two decades for two-thirds of the world's population to be living in moderate to severe water stress. We can't let that happen”.
