1. Bhutan is often idealized as a peaceful, happy nation, known for rejecting materialism in favor of Gross National Happiness. Its image as a remote, harmonious kingdom governed by a beloved monarch attracts global admiration. However, beneath this serene exterior lies a troubling reality—Bhutan has one of the highest rates of refugee production per capita, largely due to the expulsion of the Lhotshampa ethnic group in the 1990s.
2. The Lhotshampa, ethnic Nepalis who had lived in Bhutan since the 1600s, were once welcomed as laborers and settled mainly in the south. Their population grew over the centuries, becoming integral to Bhutan’s economy. However, due to unregulated immigration and weak population control, the Bhutanese government grew concerned about their growing numbers and cultural influence, especially in light of geopolitical events like Sikkim’s absorption into India.
3. Legal restrictions further marginalized the Lhotshampa. The Citizenship Acts of 1958 and 1985 created stringent documentation requirements that many could not meet. The 1988 census, poorly conducted and rife with ethnic bias, intensified tensions. Many Lhotshampas were accused of being illegal immigrants, despite generations of residence. Reports emerged of forced evictions, violence, and human rights violations.
4. Bhutan implemented a cultural homogenization policy known as “One Nation, One People,” mandating the use of the Dzongkha language and the wearing of traditional Ngalop dress. These policies alienated the Lhotshampa and fueled resentment. Human rights organizations documented arrests, torture, and forced migrations disguised as voluntary departures, with refugees being stripped of documents that could prove their nationality.
5. Though over 100,000 refugees have been resettled in third countries like the U.S., around 18,000 still remain in camps in Nepal under difficult conditions. The situation receives little international attention and lacks urgency from both Bhutan and Nepal, with neither side willing to prioritize full repatriation or reintegration efforts.
6. As Bhutan becomes more active globally, the government is urged to acknowledge its past actions and seek reconciliation. Improving Bhutan-Nepal relations could bring mutual benefits, especially given shared regional challenges. Resolving the refugee issue is essential not only for justice but also for long-term diplomatic cooperation in the region.
